In the United Arab Emirates, these resources are increasingly understood not as separate sectors, but as a single interconnected system. The Water-Energy-Food (WEF) Nexus provides a practical framework for understanding these interdependencies and for managing resource security through a more integrated approach.
Nowhere are these connections more evident than in the UAE, where the overwhelming majority of potable water is produced through desalination, making water security inseparable from energy security, while food security depends on the sustainable management of both. As we work to preserve groundwater reserves and strengthen long-term resilience, integrated resource management and demand-side measures have become central to our approach. In an arid economy, managing demand is often as important as expanding supply, making resource efficiency a cornerstone of long-term resource security.
The resource landscape
The UAE’s approach to resource security is shaped by its unique resource profile, which combines a diversified energy mix, extensive desalination infrastructure, global food supply chains, and growing domestic food production.
Electricity generation remains largely dependent on natural gas, while nuclear and renewable energy are playing an increasingly important role in the country’s energy transition. The Barakah Nuclear Energy Plant alone is designed to supply up to a quarter of the country’s electricity needs, and the UAE Energy Strategy 2050 targets raising the share of clean energy in the national energy mix to 50 percent by 2050. Water security relies heavily on desalination, supported by strategic groundwater reserves and the growing reuse of treated wastewater. The ongoing transition from thermal desalination to reverse osmosis (RO) is also reducing the energy intensity of water production.
Food security is supported through diversified imports, strategic partnerships, and expanding local production. In 2023, the UAE imported approximately US$13.6 billion in food products, while investments in hydroponics, controlled-environment agriculture, and advanced agricultural technologies continue to improve domestic production and resource efficiency. Agriculture remains the largest consumer of water in the country, which makes the efficiency of food systems central to national water security.

Building an integrated security framework
One of the most important lessons we have drawn from managing the WEF Nexus is that resource security cannot be delivered through isolated policies. It demands alignment across national strategies, coordinated governance, and patient long-term planning.
Our UAE Water Security Strategy 2036 is designed to guarantee sustainable access to water under both normal and emergency conditions, with goals that include curbing water demand, lifting treated-wastewater reuse to 95 percent, improving water productivity, and reinforcing our strategic reserves. Our UAE Energy Strategy 2050 sets out to build a diversified, sustainable energy system by expanding clean energy, improving efficiency, and cutting emissions. Complementing both, our National Food Security Strategy 2051 aims to strengthen food resilience through sustainable local production, advanced agricultural technology, diversified supply chains, reduced food loss and waste, and improved preparedness for future shocks.
Underpinning these strategies is our National Energy and Water Demand Management Programme 2050, the practical mechanism through which we drive resource efficiency across buildings, transport, industry, and agriculture. It targets reductions of 42–45 percent in energy demand and 50 percent in water demand by 2050.
What distinguishes our approach is not simply that these strategies exist, but how closely we are aligning them. Water security, energy security, food security, and demand-side management are increasingly planned and delivered as complementary pillars of a single, unified resource-security agenda.
Water-Energy Nexus: desalination and infrastructure
Water security remains a strategic challenge for the UAE due to limited renewable freshwater resources and low annual rainfall. As a result, desalination has become the primary source of potable water, creating one of the strongest interdependencies between water and energy systems anywhere in the world.
Historically, water production relied on thermal desalination linked to conventional power generation. To strengthen resource security and improve efficiency, the UAE has increasingly shifted toward reverse osmosis (RO) technologies, which typically consume around 3-4 kWh per cubic meter of water produced—a fraction of the energy required by conventional thermal desalination—while generating fewer emissions.
This transition also requires acknowledging the environmental challenges associated with desalination. The concentrated brine generated by the process is returned to a Gulf that is already highly saline, making responsible management essential. Careful siting, improved outfall design, environmental monitoring, and emerging approaches to brine valorization are increasingly being integrated into desalination planning to ensure that water security is strengthened without compromising marine ecosystems.
Combined with cleaner energy sources such as solar and nuclear power, the transition toward RO is helping decouple water production from conventional electricity generation while simultaneously enhancing water security, improving energy efficiency, reducing emissions, and strengthening long-term resilience.
Water-Food Nexus: groundwater and food security
Agriculture is our largest consumer of water, and groundwater has historically served as our primary source of irrigation. But mounting pressure on our aquifers has made groundwater protection both an environmental and a food-security imperative.
To safeguard these strategic resources while sustaining agricultural productivity, we are reducing our reliance on groundwater and expanding alternative sources, including desalinated water and treated wastewater. At the same time, our investments in hydroponics, precision agriculture, smart irrigation, and other AgTech solutions are helping us grow more food with fewer resources. Our objective is clear: to strengthen long-term food security while preserving groundwater for the generations who will follow us.
Energy-Food Nexus: enhancing resilience across food systems
Energy runs through every link of the food value chain—from production and processing to transport, refrigeration, storage, and distribution. Reliable energy is therefore essential to keeping our food supply chains stable and our food available, in normal times and in periods of disruption alike.
Improving energy efficiency across our food systems directly lowers production costs, strengthens supply-chain resilience, and enhances food security. And because every ton of food lost—at any stage from field to table—represents wasted water, wasted energy, and needless pressure on natural resources, reducing food loss and waste is, for us, a resource-security measure as much as an efficiency one.
The Nexus as a geopolitical and industrial lever
Beyond its domestic dimension, the WEF Nexus is increasingly shaping geopolitical competition, particularly in the Middle East and North Africa—the most water-stressed region in the world. Dependence on food imports, shared water resources, and exposure to global energy and supply chain disruptions have transformed resource interdependencies from technical challenges into matters of national strategy.
The UAE’s experience demonstrates how structural resource constraints can be transformed into strategic and industrial opportunities. Early investments in desalination, clean energy, and advanced agricultural technologies have strengthened domestic resilience while creating internationally competitive capabilities. These include Masdar’s growing global renewable energy portfolio, partnerships in regional food and logistics corridors, agricultural investments abroad, and the expanding localization of desalination, water reuse, and AgTech industries.
Viewed through this lens, managing the Nexus is not only a resource security imperative, but also an economic and industrial opportunity. It can stimulate new industries, create skilled jobs, accelerate innovation, and strengthen international partnerships.
For countries facing similar resource constraints, the key lesson is that Nexus governance can simultaneously serve as a resilience strategy, an industrial development tool, and a platform for regional cooperation.
The Nexus in practice
National strategies provide the framework, but their success ultimately depends on implementation. Across the UAE, integrated resource management is being translated into practical solutions that strengthen resource security and resilience.
The Mohammed bin Rashid Al Maktoum Solar Park supports lower-carbon water production by supplying renewable energy to DEWA’s reverse-osmosis desalination facilities, while the Liwa Strategic Water Storage Project enhances emergency preparedness by maintaining a large-scale underground reserve of desalinated water that can be recovered during periods of disruption to the conventional supply.
The use of treated wastewater for agriculture reduces pressure on groundwater resources while supporting food security. At the innovation frontier, Masdar’s Integrated Seawater Energy and Agriculture System (ISEAS) demonstrates how water, energy, food, and environmental systems can be integrated within a circular model that maximizes resource efficiency and minimizes dependence on freshwater resources.
Together, these initiatives demonstrate a central lesson from the UAE’s experience: when water, energy, and food challenges are addressed through integrated solutions, resource constraints can become opportunities for greater efficiency, resilience, and long-term sustainability.
Another important lesson from the UAE’s experience is the growing role of low water-intensity technologies and circular resource management. Reverse-osmosis desalination, hydroponics, precision agriculture, and smart irrigation are helping reduce resource consumption while maintaining productivity. Meanwhile, expanding treated wastewater reuse reduces pressure on groundwater reserves and desalination demand. The UAE’s target of reusing 95 percent of treated wastewater reflects the increasing importance of circular approaches in strengthening long-term resource security and resilience.
Beyond sustainability: anticipating systemic risks
The WEF Nexus is ultimately about ensuring reliable access to water, energy, and food under both normal conditions and times of disruption. Climate change, supply chain disruptions, energy market volatility, and other unforeseen events can affect these systems simultaneously, requiring a more integrated approach to resource governance.
The UAE’s investments in strategic water reserves, diversified energy sources, advanced desalination, wastewater reuse, resilient food supply chains, and demand-side management are helping strengthen national preparedness and reduce systemic vulnerabilities. In this sense, the WEF Nexus is not only a sustainability framework, but also a framework for resource security and resilience.
Integrated approaches
The UAE’s experience demonstrates that water, energy, and food security are not separate objectives—they are interconnected outcomes of effective resource management. Desalination, groundwater protection, wastewater reuse, and demand-side management show how integrated approaches can strengthen resource security and resilience while creating new opportunities for innovation and sustainable growth.
Three lessons stand out. First, resource security cannot be achieved through isolated policies; it requires integrated planning, coordinated governance, and alignment across sectors. Second, demand management is not a complement to supply; it is one of the most effective tools for strengthening long-term resilience. Third, technological innovation and circular resource management can help transform resource constraints into opportunities for greater efficiency and sustainability.
Ultimately, the Water-Energy-Food Nexus is not only a sustainability framework. It is a practical framework for securing resources, strengthening resilience, and supporting long-term prosperity in an increasingly resource-constrained world.
